Ruth Fagan

As General Counsel, Ruth leads the company’s legal function, directing and advising business areas on all legal matters, including contract negotiation, litigation and dispute resolution, strategic planning, and risk management. She plays a critical role in supporting informed decision-making across the organization while ensuring alignment with the legal standards and framework established by OHLA’s legal team in Madrid, Spain. 

Ruth’s ability to balance legal risk with business objectives provides a meaningful impact on OHLA USA’s operations. Her leadership is instrumental as we continue to strengthen our project execution, manage risk proactively, and pursue new opportunities for growth. 

Ruth graduated with a law degree from University College Dublin and earlier in her career worked as a judicial fellow in the High Court of Ireland before obtaining an LLM degree from Columbia Law School.
