Partner, Moses Singer LLP

Howard Fischer is a partner at Moses Singer LLP and a seasoned litigator with extensive experience in complex financial disputes. As a former Senior Trial Counsel at the U.S. Securities & Exchange Commission (SEC), where he served for nine years, he led some of the most high-profile cases of the past decade — including litigation tied to figures featured in "The Big Short," the London Whale scandal, and the collapse of Dewey & LeBoeuf. Prior to the SEC, he was a partner at securities boutique Schindler, Cohen & Hochman LLP, and earlier an associate at Debevoise & Plimpton. He clerked for federal judges in the Southern District of New York and Puerto Rico and holds a J.D. from Columbia Law School and an undergraduate degree, cum laude, from Yale.

Howard is recognised as a leading expert on securities enforcement, financial regulation, and digital assets, and appears regularly on Bloomberg News, CNBC, and Yahoo! Finance. He publishes frequently in outlets such as the Financial Times, Barron's, and Bloomberg Law, and is a trusted source for the New York Times, CNN, and others. He has lectured across the United States, Europe, and Asia on topics including accounting fraud, securities enforcement, and the lasting effects of the financial crisis.
